This is a Nagai Denki (ULTRA) stepping-motor tachometer from the Clubman series, rated for 11,000 rpm with linear needle movement, model 1932. The seller notes it is now discontinued and considers it fairly rare, especially in this 11,000 rpm configuration. Everything included is shown in the photos. The lens face is described as being in good, clean condition.
